Zur Bekämpfung des Dopings im Sport sind in den vergangenen Jahren auf staatlicher, zwischen-staatlicher und nicht-staatlicher Ebene eine Vielzahl von Maßnahmen ergriffen worden. In der vorliegenden Arbeit wird anhand des Welt-Anti-Doping-Codes, des UNESCO-Übereinkommens gegen Doping im Sport und des Gesetzes zur Verbesserung der Bekämpfung des Dopings im Sport untersucht, inwiefern diese Maßnahmen einen Beitrag zur Begegnung des Dopingproblems zu leisten vermögen. Betrachtet werden neben dem Aspekt der Normbefolgung (Wirksamkeit i.e.S.) die Möglichkeiten und Grenzen der Erfassung und Bearbeitung des Sachproblems "Doping" (Wirksamkeit i.w.S.). Angesprochen sind dabei sowohl die Programmziele und der formelle und informelle Normgebungsprozess, als auch Aspekte der Vollständigkeit, Konsistenz, Systemgemäßheit und Folgerichtigkeit der Anti-Doping-Maßnahmen. In addition to the issue of compliance (effectiveness in the narrow sense), the possibilities and constraints to cover and handle the problem of doping in sports are examined (effectiveness in the wider sense). Furthermore, the aspects of the program objectives and the formal and informal legislative process, the issues of completeness and consistency of the anti-doping-measures are brought up.
